戴伟教授出席第三届“一带一路”国际科普交流研讨会并作题为 “Popularizing Chemistry Through Experiment”的报告
第三届“一带一路”国际科普交流研讨会于2021年12月16日以线上线下结合的形式成功举办。该研讨会由中国科学技术交流中心主办，北京市科学技术研究院合办。在科技部科技人才与科学普及司和科技部国际合作司的指导下，主办方邀请来自哥斯达黎加、葡萄牙、英国、南非、巴基斯坦、哈萨克斯坦等4大洲18个国家的科技管理部门、科技传播机构以及大学科研机构的21位专家代表，同国内来自发改委、国家体育总局、中科院、中国科协、北京大学、中国科学技术大学、中国矿业大学、北京化工大学、首都医科大学宣武医院等的20余位专家一起，围绕“科研及教育机构的科学传播使命”主题开展了深入研讨。
科技部科技人才与科学普及司副司长李勇、科技部国际合作司一级巡视员阮湘平、中国科学技术交流中心主任高翔、北京市科学技术研究院党组书记方力在开幕式致辞。大会邀请了巴基斯坦科学基金会主席沙希德·马哈茂德·拜格（Shahid Mahmood Baig）作主题演讲。开幕式由中国科学技术交流中心副主任庄嘉主持。
李勇副司长倡议共同增强公众科学文化素养、促进科学成果共享、为推动构建人类命运共同体做出贡献。阮湘平巡视员寄望本次研讨增进各国人民相互理解和文明互鉴，共同推动“一带一路”科技创新。
作为主办方代表，高翔主任回顾了前两届研讨会的成果，阐释特色国际科技传播在推动科技人文交流的重要作用。北科院方力书记提出，北科院将继续积极打造国际水准智慧科学传播平台，履行科研机构科学传播使命。
科技创新与科学普及是创新发展的两翼。当下，推动共享创新发展成果、共建繁荣世界，建设长效国际科普交流机制的必要性日益突出。作为本届研讨会的重要成果之一，开幕式上，与会代表联合发表了《国际科普交流宣言》。来自中国、马来西亚、哈萨克斯坦、罗马尼亚、荷兰、新加坡、泰国的8位参会代表宣读了宣言，共同承诺着力拓宽国际科普交流合作渠道、促进科普资源深度共享、开展服务科技创新的科普合作、加强科研主体与科普机构合作、推进青少年科普教育国际化等。
本届研讨会议程共设置两个平行会议，每个平行会议分三个阶段进行，每阶段设置中方或外方独立主持人，各国专家围绕开展科学传播的经验、科学家从事科普、科普国际交流、科普与创新生态的关系、科普在全球性挑战问题中发挥的作用等进行交流研讨。大家融汇新观点、新视野，分享最佳实践经验，热烈交流研讨。
“一带一路”国际科普交流研讨会的举办，是落实“一带一路”科技创新合作行动计划的具体举措和有力实践，实现了促成广聚资源、融汇观点、寻找合作、推动传播的目的。本届研讨会不仅汇聚多国行业专家，共同持续推动国际科普事业发展，促进国际科普机构间的合作与交流。更进一步为建立国际科普交流互鉴的长效机制和打造国际化、综合型、高层次的科技人文交流平台做出积极贡献。

Declaration of International Science Communication
Scientific and technological innovation and scientific popularization are the two wings of innovation development. With the advance of international S&T open cooperation, it becomes increasingly necessary to set up a long-term mechanism for international exchanges in science communication guided by the vision of “equal cooperation, openness and inclusiveness, mutual learning and resource sharing”. Such a mechanism aims to give full play to the important role of science communication exchanges in facilitating scientific and cultural exchanges by building mutual trust and fostering friendship. In this way, it will contribute to peace, development and win-win cooperation based on extensive consultation, joint contribution and shared benefits.
Shared vision leads to common goals, and shared missions lead to concerted efforts. We, on attending the “Belt and Road” International Science Popularization Seminar, hereby declare as follows:
1.We will diversify the channels for international exchanges and cooperation in science communication through concerted cross-border efforts. We will join hands to eliminate barriers to science communication and build platforms for international exchanges and cooperation in science communication, promoting distinctive activities, and enhancing international science communication exchanges.
2.We will jointly promote the in-depth sharing of science communication resources. We will set up an information platform pooling our distinctive and quality resources of science communication to promote sharing of popularization exhibits, training opportunities and practical experience among participants, thus enhancing mutual complementarity.
3.We will actively carry out international cooperation in science communication serving scientific innovation. We will give full play to the scientific characteristics and advantages of each research and education institution, and mobilize the enthusiasm of scientific researchers to engage in science communication. We will promote science communication cooperation in frontier fields, strengthening innovation capacity.
4.We will promote cooperation between scientific research subjects and science communication institutions. We will make efforts to promote the integration of production, education and research in the field of science communication, promote the dissemination and sharing of available science communication products. We will explore a market-driven mechanism for science communication by seeking support from private sectors.
5.We will promote international science education of youth. We will provide transnational learning opportunities and hands-on activities for teenagers, so as to promote their scientific vision, innovation ability and inclusiveness spirit.
